Each bid simply states how many free bottles you request for a given purchase quantity.

Pharmacy A: A purchase quantity of 100, requests 10 free units, making a total of 110.

Pharmacy B: A purchase quantity of 100, requests 25 free units, making a total of 125.

Pharmacy C: Aa purchase quantity of 1000, requests 110 free units, making a total of 1110.

Pharmacy D: A purchase quantity of 1000, requests 100 free units, making a total of 1100, and is the winner.

Why Pharmacy D Wins

Pharmacy A offers a ratio of Buy 100 : Get 10 Free, which is a 10% free issue rate.

Pharmacy D also offers Buy 1000 : Get 100 Free, which is the same 10% free issue rate.

However, Pharmacy D commits to a much higher purchase quantity.
In our system, larger volume commitments with the same or better efficiency receive priority because they show stronger buying power and help us manage bulk distribution more effectively.

So even though the free-issue ratio is the same, Pharmacy D wins due to its greater total order size.
