Why Pharmacy D Wins

However, Pharmacy D commits to a much higher purchase quantity.
In our system, larger volume commitments with the same or better efficiency receive priority because they show stronger buying power and help us manage bulk distribution more effectively.
So even though the free-issue ratio is the same, Pharmacy D wins due to its greater total order size.
